The Department of the Environment and Energy has published a cost recovery implementation statement (CRIS) that sets out how proposed cost recovery charges (fees and levies) will be implemented for regulating emissions standards for Non-Road Spark Ignition Engine Emissions from July 2018.

These charges will impact parties involved in the import and retail of marine engines, albeit in varying ways and to varying degrees, and it is important that industry members are aware of the possible impacts to their businesses and end customers.

Engines that have been certified in a jurisdiction recognised by the new legislation (US EPA, California Air Resources Board, Canada, or the European Union) do not need additional Australian certification. Other engines will be required to undergo compliance assessment and certification, with all costs to be covered by the party introducing the engines to Australia. In all cases, there are also proposals for a levy, to be based on a % of the value of imported units.

The Department is now seeking comment on the CRIS and associated proposals: a call for public comments on the draft CRIS is open from 13 October to 6 November 2017 and can be accessed here.
